The NC Democratic State Convention adopted the following resolution on June 16:
In Support of Legalizing Medical Marijuana in North Carolina
WHEREAS, “Medical Marijuana” has been demonstrated to be an effective drug for treatment of certain human ailments; and
WHEREAS, Current North Carolina law denies doctors the right to treat patients by prescribing Medical Marijuana; and
WHEREAS, Many states currently allow doctors to prescribe Medical Marijuana, a policy resulting in relief from pain and suffering for their patients; and
WHEREAS, Many other treatments legally prescribed by doctors are known to be extremely dangerous when misused.
THEREFORE BE IT RESOLVED, That the State of North Carolina grant doctors the right to prescribe Medical Marijuana in the same way they prescribe other drugs; and
BE IT FINALLY RESOLVED, That the State of North Carolina legalize the use of Medical Marijuana.

The primary tenant of the 1996 Compassionate Use Act of California Prop. 215 is safe access to medical marijuana for qualified patients. Safe by legal definition in the proposition meaning without intervention by the authorities and access further defined by recent Colvin v. Ca AG Harris as being of non-limiting nature. Upon review of Prop 215, then Ca. AG Jerry Brown, currently the Governor, issued guidelines that included his assessment that store front dispensaries can be legal. With Obama and Holder having stated in 2009 and before that they would not go after marijuana in states with limited prosecution, such as California, hundreds of dispensaries opened. In late 2011, contrary to Obama and Holder statements, the Feds started to shut down every dispensary and have closed hundreds to this date with the stated goal of closing them all, again a contradiction to Holder’s 06/07/12 testimony before Congress that he was only going after the large operators. The spirit and letter of Prop 215, by the way, does not categorize marijuana with alcohol and tobacco. Lawrence saying marijuana does less harm than A & T is an unfair comparison when nobody on record has died from ingesting marijuana. So if someone is "high" on marijuana, gets behind the wheel and kills someone,how do you test that person to see if they were high at the time or not? How would the amount be detected;does such a test even exist ? From what I understand it stays in your system much longer than alcohol. Does anyone have an answer to this?
Urine and blood tests will provide more eveidence of THC (the active chemical ingredient in marjiuana), but those tests can't rovide of evidence of intoxication by amount to THC present. THC remains in the body for approximentaly 2 weeks, although becuase it is stored in the fat, it can show up on tests up to 6 weeks out from use for people who exerices a lot, say like runnrs.

Given your scenario a driver may not have ingested marijuana for days or several weeks and still test positive for marijuana and be technically driving under the influence, regardless of the THC level (there are other compounds than THC that can affect you), and be prosecuted. States are putting laws together to determine a level limit, as with alcohol. By the way, if you have marijuana with you while driving and it is not double contained, as one container inside another, your state can consider that "accessible" and thus you may possibly be driving under the influence and the officer could process you.
I'm proud to have been part of the team that made this happen in Texas. We also passed platform planks on repealing the death penalty and marriage equality. Now Texas Democrats have something to be proud of.

More americans die from alcohol than die in either of our current wars. Tobacco is a leading cause of premature death in the US. We hand over millions of dollars to the drug cartels so they can corrupt politicians and leave the heads of their competition in the streets. For decades now we have had a war on drugs and i think we have lost the first rounds. I think its time to legalize it and make cash crop and stop those that would bring it to our country. Marijuana is in many ways milder compared to the drugs we are seeing. The bath salts, crack, LSD, Heroine. For the life of me i can not understand there addictions. To deliberately destroy your brain, and body to support someone else life style is insane. Do they ever think of that ? I wonder if there is anything that can bring it under control. yes addiction is a medical issue and therefore drugs must be administered by doctors while simultaneoulsy making the black market life in prison. We can establish 'safe' concentrations and frequencies of use. No one should just be able to go get herion if they want to start but thats not how it happens, either an addict brings someone down with them or a dealer with an addiction gets others addicted to increase his business. the revenue could be used to montior use and pull people into rehab if they begin to have a problem
currently possession, possession with intent to distribute or retail theft to get money to buy drugs are the way society 'catches' addicts. Legalization is not condoning use its accepting that it happens and creating the safest possible environment for that use and targeting those with patterns of abuse for the most help.

Different branches of the federal government have different charters on this topic. Hemp is not strictly illegal in the US.
First, read amendment I to the US constitution very carefully.
Next, read the book of Exodus very carefully - especially the part about manna.
