Nope, none of the enumerated powers listed in 'Section 8' gives Congress the power to created any type of 'Consumer Financial Protection Agency'. Only constitutional laws are to be made by Congress, and the 'Consumer Financial Protection Agency Act of 2009' is clearly unconstitutional. 'limited government with enumerated powers' means very little to the seditious progressive democrat that would twisted the words of the Constitution around to promote their political dogma.
